
The 2018 National Energy Work Conference was recently convened in Beijing. The conference analyzed the tasks and situation of energy development in the new era, formulated strategic goals and roadmaps for energy development, and studied and deployed the work for 2018. He Lifeng, Secretary of the Party Leadership Group and Director of the National Development and Reform Commission (NDRC), and Nur Bekri, Vice Director of the NDRC and Administrator of the National Energy Administration (NEA), attended and addressed the conference. He Lifeng pointed out that since the 18th National Congress of the Communist Party of China, the country has achieved a series of significant accomplishments in energy development, providing strong support for the historic achievements and transformations in economic and social development. Doing well in energy work in 2018 holds great significance. The focus of the work should be on accelerating the transformation of energy development quality, efficiency, and driving forces, striving to promote high-quality energy development, and making greater contributions to maintaining sustained and healthy economic growth.
Nur Bekri noted that building an energy system should be the overarching goal for energy work in the new era. Efforts should be made to construct a robust and secure supply system, a clean and low-carbon green industrial system, a transformative scientific and technological innovation system, a fair and orderly market operation system, a scientific and precise governance and regulatory system, a shared and high-quality social service system, and an open and win-win international cooperation system. It is crucial to truly implement the requirements of clean, low-carbon, safe, and efficient development across all areas and throughout the entire process of energy development, continuously making new progress in achieving high-quality energy development.
The conference emphasized that in 2018, energy work should adhere to the requirements of high-quality development, with supply-side structural reform as the main thread, coordinating and advancing various tasks including stable growth, promoting reform, adjusting structure, improving people's livelihoods, and preventing risks. Firstly, specifically, efforts must be made to focus on prominent issues and challenges, effectively enhancing oil and gas supply security and energy production safety; Secondly, to focus on green development, vigorously addressing the issue of clean energy absorption, actively promoting strategic projects for energy structure adjustment, coordinating the clean and efficient utilization of coal, and significantly enhancing the level of clean energy development; Thirdly, to focus on coal and coal power, deeply advancing supply-side structural reform, resolutely achieving a decisive victory in the task of cutting coal production capacity, and actively resolving excess coal power capacity; Fourthly, to focus on tackling core technologies and the application of research findings, vigorously advancing breakthroughs in major technological equipment, establishing and improving working mechanisms, and fostering and strengthening new drivers for scientific and technological innovation; Fifthly, to focus on key areas and crucial links, further deepening reforms in the power system, oil and gas system, and administrative streamlining reform, and further strengthening energy regulation and governance by law; Sixthly, to focus on key regions and important sectors, solidly advancing clean heating in northern regions, intensifying efforts to upgrade refined oil quality, and vigorously enhancing energy benefits for the people; and finally, to focus on major strategic cooperation, further improving overall planning, creating highlights in cooperation, enhancing discourse power, and comprehensively elevating the level of international energy cooperation.
